I think the best way to go about this (assuming this ambitious idea is still on the table) is to make sure to be VERY open with the people involved, but still allow anonymity of specific guests. Like be honest with the venue in that "yes, it's a party for a fetish community, but no, there will be no sex or even alcohol at the venue", be honest with the girls why they're there: to be oogled at, appreciated, and have their bellies rubbed, and be honest with any potential guests what it's gonna cost. Cause we all know the venue wont be free, and some or even all of the women involved might want to be compensated for their time.

And I think the masquerade party concept has some merit, for both the guys and the girls, allowing conversation and interaction without anything too revealing. With name tags for aliases, could function pretty well. Who knows, this could all be for naught, but I'd be lying if I said I didn't think the idea of a party like this is appealing.
