If i recall correctly this cockblock law was made due an increased amount of pregnant prostitutes (mostly from eastern european countries, who could barely[if at all] speak german) and the argumentation that a high amount of them was made pregnant on porpuse by their 'owners' for a certain target audience.

How much of this is BS and what is actually true or not i cant say.
