Some background info: I've been cross dressing since middle school (mostly panties, bras, and tight blouses). I'm shorter and more slender than most men, so a lot of women's clothing fits me pretty well, but I'm worried that maternity clothes would be too baggy on me. (A lot of my love for cross dressing comes from how form-fitting women's clothing is.)
Is a fake bump a necessity to get maternity clothes to fit snugly?

Speaking from my own experience, I am about 260 pounds and have a fairly large stomach. a 3X maternity shirt hugs my middle and I look like I'm about 7 or 8 months pregnant. Sometimes I use my breastforms in a bra underneath, sometimes I skip that.

I might suggest going to thrift stores and checking out the maternity section. You could grab a few items for regular guy clothing and then go grab some maternity stuff and go try it all on. This is the perfect time of year to say "Oh I'm dressing up as a pregnant woman for Halloween" if someone does happen to ask. Plus the clothes are going to be a lot cheaper in there. Once you know your size then you can always order stuff online.
