Why are users able to send a PM without having PMs turned on?

I find it irritating when I get PM requests and can't reply because they have PMs disabled. Shouldn't they have PM enabled if they are able to send me a PM? Can you change it so it's required to have it enabled before you can send one? I know I can just ask admin for an individual's PMs to be turned on but that's an extra hassle and it shouldn't be needed.
