you can beat up the husband yes as part of the mission but you can't hit the pregnant lady

There's more to it than just beating him up, also he isn't dead beat. It's part of a side quest line of unofficial boxing matches and if you go a certain Path, the main character (V) will win against the dad but will give him the winnings anyway for the sake of family. It's a pretty wholesome mission.

He was a dead beat he spent the final bit of money he had on his car and betting it in fights. You can show pity and let him keep his money after beating him or you can take it and laugh at him. I did the later.
