Why shouldn't a teen who's more developed than her peers be able to take pictures of themselves just because of some horndogs lack self-control? Better yet, why not put the blame on whoever creeped her out in the first place?

I have to disagree again. While there are biological reasons for being attracted to breasts for men there is one other thing that trumps all of that, acting like a person and treating someone else like a person no matter what they look like. You and others may have 'desires' and 'biological reactions' to others but does this mean you need to express them in ways that, say, you wouldn't like if they were directed towards your sister or your mother? You're using the 'boys will be boys' argument that drives me insane. No, the creeps will be creeps, not all men will be creeps, because some men have the ability to act like a human being and treat others as such instead of a desirable piece of meat first.
