I was wondering if anyone has any recommendations for a video editing software. I plan on editing my collection, such as redubbing dance videos and cutting out certain sections of videos. I do have some criteria:

I don't mind paying for it, although I don't want to end up paying a ton or having to pay a monthly fee. I'm trying to keep my budget at $80 or so for a one time purchase.

I don't want anything too basic like Windows Movie Maker, or anything too complex where I'll never use the majority of features.

It has to be offline.

It also has to be on the Windows OS.

If anyone has any suggestions, I'd appreciate it.

I've always gotten by OK with VirtualDub, though I'm sure there are tools out there that would make the process a bit smoother.

Vegas Movie Studio might be a good bet. You can buy the newest version for 45 bucks. You can either download it straight from their website, or have a physical install version sent to your house. Its a one-time payment, and I think they even offer a 30 day free trial on their website. It runs on Windows 7, 8, and 10. Personally, I use Adobe Premiere Pro CC 2015. Its reliable, fast, and very customizeable. That one is a monthly payment of 20 bucks, but its well worth it for how fast it exports and everything else I listed. I'd go with Premiere if you want to do this long-term, but I do have a bit of a bias. ^-^" I use it for work and the compilations I do here.

In summation, try the 30 day trial for Vegas. If you hate it, go with Premiere.

Scotcut (shotcut.org) is pretty decent for basic tasks.

If you want to go paid but can't afford Premiere Pro, Premiere Elements is pretty good. It's a bit outside your price range, though.
