Some photos on Flickr don't allow you to download them and when you go to it just says "view all sizes".

Is this because the owner of the photos doesn't want them to be copied?

you can maybe copy the link & then paste it in your phone or browser & do "viewsource:" and then keep looking until you find the biggest pic size. Everything can be downloaded somehow.

You can screengrab the photo using the snipping tool but I am wondering if they have sit it to non downloadable for a reason.

Yep, that's the exact reason.  You can around that by using "Page Info" in the tools tab using firefox. The advantage of this method is you get the full resolution image instead of a screenshot.
