my folder ran out of uses at the moment for other people, is there a way to fix this or do they have to wait a day for it to refresh like it says?

This is a feature of Google Drive, and yes, you simply need to wait until the level of interest/number of playbacks decreases. Even for extremely popular uploads, that usually doesn't take long to occur - no matter what, anyone can always download the file(s) even if the number of playbacks has been exceeded.
