im not sure how to "enable" them either, mine were always on. id say ask a mod or andy? i just tried to Accept your buddy request, it says "invalid request"?? then i got your message, but i still cant reply as it says again, your dms are disabled. not sure what the glitch or issue is here.

Edit: Damn, not just the drive but his whole entire account was taken down. lol, MEGA has and will always be worse than Google.

You can try and contact customer support, but since most of it was copyrighted material, I highly doubt it'll budge in your favor.
