If a pair of brothers are both intact, can it be expected that both will be able to retract the foreskin at roughly the same age?

What do mean by retracts?  Like during sex or taking a piss?  I know a guy who has foreskin that completely completely surrounds his head even when hard.  How he is able to take a piss  or have kids is beyond me.

I agree.  Everyones foreskin is different.   Some you can still see the head.  Others the head only shows when hard.  I know a guy where 50% of his cock has to be foreskin.  Even rock hard you can't see the head.
