Help identifying a vaguely remembered story

Hey as the title says i only vaguely remember this story but if anyone knows it i would appreciate it. I believe its starts with a retired fisherman finding a struggling pregnant woman and helps her by taking her to a clinic and then invites her and others to live on a small river island he owns where he creats a community that struggles with political and religious interference. Or something like that, any help would be much appreciated.
