If you have a pc, you could try the direct connection route. the most basic way in Win10 is to download to pc via the "Photos" app and then you could upload them back into the cloud, or try Icloud app(?)

It sounds like he had the files stored in the cloud and not on his phone. If he still had the files on the old phone it could work to connect to a PC but he says the phone screen is not working and usually you need to grant permission on the screen.

Oh Ok that makes sense.  If worse comes to worst, I would meticulously screen cap every screen, connect to the photos app on my pc to see where to press and type...  and I would just go through it like I was in MI6 or something.

So, let me first say that I don't have an iphone or mac, so I might not be the best resource.

From what I see online it looks like Apple can't decrypt third party app data stored on the cloud, only the app can do that. When you redownload the app to a new device it will generate a new decryption key unique to that device. So you can't get the photos unless you use the same phone you had the app on originally.

If the photos are still stored on the phone and not only in the cloud you can do an iphone backup in itunes on your pc. If they are only stored in the cloud then I think you can only get them by using the original phone. Depending on how much it's worth it to you, you might want to try repairing the phone.
