Interesting question: I live with my cousin & we use the wireless so we don't use up too much data on our phones.. would I be able to make a deviantart account? I'm asking because-> he had one but he got banned in summer 2012. Idk if using something like Norton VPN would work or not.

You won’t know until you make an account. A VPN may not work because the IP address it assigns may be banned. Deviantart does issue IP bans but that’s very rare because you’d have to launch large-scale attack on Deviantart staff or artist(s) in order for that to happen.
