you make a good point and now I feel stupid for what I said before. but i was not including the strange examples of puberty that you have included because in reality they are so rare I think they are actually medical problem with the woman and perhaps due to hormone imbalances.
But yes I agree there should also be an age included with the law in conjunction with the puberty of the woman. My concern is the physical safetey of the woman and If I was in charge completely of the law it would be:
* she must have reached puberty ( so that her body is prepared for intercourse )
* must have reached mature age ( for example 10 years old )
* must have intelectual inteligence to consent to making love
