For instance theres a photo of a pregnant woman with a belly. I wanna make a gif of it adding movements to the belly. How would i do that?
Are there any softwares or tools anyone can recommend?

That's a pretty broad topic ("Help regarding GIF" really isn't a good thread title, what you're really asking is how to animate a static image).
Leaving hand animating keyframes which requires a lot of skill, there is a program called WinMorph (3.01) that while being pretty outdated can do a decent job (still obviously uses keyframes).
The next best option is AI based with the likes of Stable Diffusion (Animatediff & SVD) which is definitely reaching a point where it can do just that, or Runway Gen2 & Pika Labs. They're still developing tech, but it's looking promising in terms of offering control.
Again though even these (especially SD) tools require learning, and belly related movements are pretty niche, so you're likely not going to find tutorials describing the whole process.... you could say it's an evolving area.
