If the requests aren't sexual in nature, this is probably acceptable. It's just a question of moderating the thread. That said, I would prefer to err on the side of caution.

The biggest issue with that you'll end up with less performance from the site and longer load times between pages since servers from overseas take longer to render. Also it can greatly affect the amount of traffic that the site gets since for example, if you moved the domain to say Russia, then users from the U.S or even the U.K won't see the site on the top as opposed to someone who's in Russia.

So all in all, most of these U.S based sites won't risk losing traffic and site performance since that's where a good chunk of their site revenue comes from.

Yeah, that's what it says on the tin, but you'd have to be kind of naive to accept that as the only reason. Our country is sooo weird and punitive about sex and prostitution, so you know there were people in Washington cheering this on because it would kill two birds with one stone, delivered as an offer no one could refuse. Because really, what suicidal politician would stand in the way of a law aimed at helping sex slaves and abused children?

Considering that most of the big porn sites such as Pornhub, RedTube, Brazzers, and Xvideos are all owned by the same company that's based somewhere in Western Europe, the only sites that would be greatly affected by this are the smaller/lesser known ones that are U.S based, most notably sites like C4S, TMC, and S.31.
