Whenever you see a celebrity at an public event there is usually video footage as well that doesn't make it into publication. Sometimes this footage trickles down into stock photography sites.

These videos are very easy to save, but they aren't HD. Unfortunately most of them aren't tagged with relevant keywords so you just kind of have to sift through all the videos tagged for a specific celebrity.

This is a treasure trove of content, an untapped resource.

Here's a Natalie Portman vid. I haven't even looked for long and there are already promising things there.

I wonder if in some cases a search for actress by year might return good results.

I do know that you can sometimes sort by a specific event. For instance the Heidi Klum video was at the 2009 Emmys.
