Pornography Censorship is an interesting topic, as it is resulting from multiple factors. By the way, just to be clear, there is no clear written law that require all pornography to be censored; nevertheless, censorship is a way which the pornography industry took to avoid violating the law. Sounds confusing, right? I will try to explain them in layman terms, and hopefully the following can provide you guys a clearer picture about pornography Censorship in Japan.

Personally, I think the main factors that results in today's pornography Censorship are:

(1) Historical Influence

Mainly, there are two periods which unduly influenced the pornography censorship.

The first period is the Edo period (e.g., the samurai period), in which the military government censors anything deemed as indecent by the government (e.g., Christianity, anti-shogun, etc.) This is the starting of the Japanese banning/covering anything which they feel improper to the public.

The second period is the Meiji period, in which Japan got westernized, The Japanese society got affected by Victorian Morality, in which they started to think that anything sexual will be harmful for the public morality. This is the period in which the government started to enforcing and controlling the distribution of sexual content. 

As a result, the criminal code has included an article, i.e., Article 175, to restrict the sale and distribution of pornography/sexual content in Japan. In summary, Article 175 is used to punished those who distribute an obscene info to the public. 

In terms of "obscenity", the Japanese thinks that exposure of sexual organ (e.g., vaginal & penis) will results in obscenity, and thus violating article 175. On the other hand, since ass hole & boobs are not considered as sexual organs, exposure of those does not violate article 175 (this is the reason why ass hole and boobs are not censored in JAV, and AF is allowed in hosts clubs because AF is not considered as sexual activity).

In order words, the law does not explicitly require the pornography industry to censor the AV. However, the pornography industry cannot expose the sexual organ in order to avoid violating article 175. 


(2) Criminals & Harms to Non-Adult

Some incidents happened in the past and causes the Japanese government to enforce the law.

First incident, there was one hentai that abducted and killed several kids. After he got arrested, the police found a huge amounts of porn and kiddy stuff from his room (this incident results in the enhanced enforcement in AV & pornography).

Another incident, is that a junior high student stole a h-game and got caught by the police; The police later found out that the h-game is uncensored and violent. This brought the Police's attention to enforcement of article 175 on h-game.

Another incident, a young kid was reading h-manga and got caught by his father. Similar to the h-game incident, the h-manga is uncensored and contains a lots of improper contents. You know what happened next: h-manga become another target of article 175 enforcement.

The above incidents, along with many other similar incidents, have caused the Japanese society to think that the disclosure of pornography is harmful to the society, especially for non-adult. They think that, it is not just because such contents will cause the adult to become hentai and harm kids (like the 1st incident), but may also causes non-adult to become hentai (because the porn can be accessed by non-adult very easily in Japan, such as from normal book store, convenient store, etc.) 


(3)   Personalities & Environment

In (2), we have talked about why the Japanese society thinks that there is a need to control any contents which may be considered as causing "obscenity". You may wonder: why don't the government just ban pornography?

This is interesting, since I can't find any explicit written answer. So, the following are just my personal opinions, and any supplemental info is welcomed! 

Mainly, I think it is due to the general personality of the Japanese people.

Normally, Japanese does not like to take responsibility. This is the reason why they always spent a lots of time on meeting and discussion, since (most of the time) when they come to a point to make decision, no one is willing to stand up to make the decision because they do not want to take responsibility. Often in the meeting, when a young person propose something, the old employee will always ask "Who will be taking the responsibility?"

In view of that, it is easier to understand why pornography is not banned: no one want to take the responsibility caused by banning the pornography, such as tax losses (yes, AV studios pay tax for what they have earned, the same for the AV actors & actress, the production teams, etc.), making JAV lovers unhappy (you will be surprised how many people are still visiting DVD shop and buy JAV DVD-> the government may be worried that if they banned pornography, these people will vote for the opposition), job losses (e.g., many personnel involved in pornography, such as JAV actresses/actors, cameraman, etc., have low educational level, thus it will be difficult for them to look for another job other than doing AV) which will in turns results in incremental crime rate, etc.


(4) Summary

In view of (2) & (3), here comes to a weird situation in which the pornography need to be carefully controlled, while maintaining the benefits of all parties. "Mosaic" becomes the ultimate solution.

Pornography production thinks that, by covering the sexual organ (e.g., with mosaic), they have fulfill their obligation of not violating article 175 and "protect" the society. On the other side, the enforcement party has a reason not to take action (because AV with censored sexual organs does not violate article 175). 

Thus, even though censorship is not explicitly required in the law, it is a common practice that has been unspokenly agreed and practiced by both parties (e.g., pornography industry & enforcement party) to best maintain benefits of everyone.

Similar situations apply to many other industries. For example, gambling is illegal, but you can see Pachinko slots everywhere in Japan; sexual business is illegal, but you can see many different types of host clubs in Japan. These weird situations are interesting to be discussed, but since they are not related to pregnancy, I will not extend the discussion herein unless anyone is interested to know more

Hi @andy789 I voted like some others here, prefer to have none but I'm picky with the girls. Prefer skinny girls with smooth skin and I like like certain sexual acts. If they tick the above boxed I don't mind censorship.

Interesting input @monyek, I've always known sexual acts are not allowed per se in hostess clubs due to legal reasons, but I didn't know the AF thing was to bypass the legal issue. If anything, AF can cause more discomfort for the woman and I imagine it's worse if she's pregnant. 

It might be different in the west but in Asia anal sex is still taboo. There are every so often that many pregnant escorts in my country of Indonesia but I have not found one who's willing to do anal.

Similar to the "responsibility" matter, the hostess club do not want to irritate the customers (by not giving any "intercourse"), but at the same time do not want to break the laws.

That is a main reason why many shops allows AF (in addition to AF, they have some other options like 素股，which provides a similar feeling like sexual intercourse).

Most of the time, you need to pay additional for AF.

Yes, I agree that AF may cause discomfort. In addition, AF has a higher risk of getting sexually transmitted diseases, compare to normal intercourse. Always keep that in mind, and try it at your own risk 

I grew up on JAV so i already gotten use to it on the censorship ... though over the years i have seen the censorship blurring have reduce a lot in size ... in the past the blurring was much more huge from what i remember ...

Though i feel the most important is about the content whether censor or not ... content meaning how they film the girl, the angle, the outfits they wear and how they conduct the interview etc ...

As i have seen some crap censor videos ... too much view on the belly only, lower body shots only, too much zooming in, etc etc ...

Some of the best pregnant videos i seen are from JAV ... can't remember which ones in specifically but those are the ones that know how to vary their shots ... i see full body shots with the girl face, they will tell the girl to pose side view while holding their belly, during missionary they still try their best not to cover the belly during camera angle for example etc ...

That is what i feel in my opinion ...

Even though nudity and hardcore porn isn't my thing yet whenever I see censorship I still yell "BLASPHEMY!" In Japan's case I shake my fist at the Japanese government for being up-tight prudes.
